An unusual way to award contracts

If you think open tenders are the best way to award contracts, the Federal Territories (FT) Ministry prefers to do it in an unusual way – a “draw”, so to speak.

Not surprisingly, this led to allegations of impropriety in the appointing of contractors for river cleaning projects in Kuala Lumpur. A blogger had alleged that FT Minister Khalid Abdul Samad had conspired to award a river cleaning project without a proper tender process.

Khalid denied this and threatened to sue the blogger.

The minister explained that for projects with more than one prospective bidder, a draw is usually conducted to select the winner of the contract. “A draw means (something) like (Sports) Toto, where we put the number in a panel and turn it,” he explained, insisting that the process was transparent.
